How can we tell if a machine or AI has consciousness? Is there some set of tests to run and check the output? Is it like a chatbot where we might have a conversation and ask about consciousness?

And if we do determine that a machine or AI is conscious, what then? Can we still turn it off? Would that be wrong? Are there any guidelines on this?

What if the AI claims to be conscious but does not meet our tests?

I really liked the TV show, “Person of Interest” because they had to deal with some of this which I thought was pretty well done.
