Maybe the AI is not a single entity but a cooperating mesh of individual AI bots related to each person. Data ownership is the province of the individual bots. The small AI bots cooperate with others to solve issues related to their specific needs, and they help each other to attain mutual goals.

Kind of like having a bot online all the time acting on one’s behalf. The human monitors and manages the activities of the bot and what goals it is trying to attain by cooperating with other bots. Some humans might have multiple bots if that helps, or perhaps everyone is limited to only a single bot. Corporations, not sure what to do about them.
